Abraham Lincoln issued the Emancipation Proclamation twice. The initial delivery was on September 22, 1862. Lincoln has said that the south had until the new year to stop rebellion or the proclamation would go into effect. On January 1, 1863, Lincoln officially delivers the Emancipation Proclamation.
